Dear Sir,
INORDINATE DELAY IN SANCTIONING OF GRATUITY AND RETIRING PENSION BY THE CHIEF CONTROLLER OF DEFENCE ACCOUNTS
1. I am pleased to inform you that, I have been reading a lot about your charitable trust’s service for the uplift of Ex-Servicemen fraternity through leading local and national dailies. Subsequent, to the news that appeared in website www.starofmysore.com dated 30th November 2005 and the news in ‘The Hindu’ and ‘The New Indian Express’ edition dated 1st December 2005, I decided to approach your charitable trust with a request to take up my pension case, on my behalf, on the above subject with the appropriate authorities.
2. Case History:
I was enrolled in the Indian Air Force as an airmen with Service No. 673777 ‘F’ on 04th November 1981. I was released from the Indian Air Force on 8th March 1990 subsequent to grant of Short Service Commission on 9th March 1990 in the Indian Army. I was released from the Indian Army as an Acting Major on 6th April 1995, on fulfilling the terms of engagement as a SSC Officer. My total reckonable service in the Armed Forces for the purpose of claiming pension from defence estimates is 13 years 146 days.
3. I had forwarded a lot of representation to every conceivable authority immediately after my release from the Indian Army for sanctioning of eligible Gratuity and Retiring Pension as per the policy in vogue. However, the authorities at CDA (Pension) Allahabad kept hedgehopping over the subject and they are yet to sanction my pension even after a lapse of well over 10 years.
4. I have all the reason to believe that, the inordinate delay in sanctioning my bonafide gratuity and pension is either due to pension sanctioning authorities redtapisum or due to CCDA’s ignorance / inefficiency. Repeated representations and remainders from my end yielded no result. Clarification address to CCDA Pension by Army and Air Force authorities on the subject were brushed aside with no respect what so ever. I have all the grounds to conclude that, the pension sanctioning authorities has displayed their negligence and callous attitude in handling my claim.
5. When I approached a few retired Air Marshals and Army Generals, I was also advised me to approach your trust as you have a panel of advocates who are taking the cause of hapless Ex-Servicemen and widows of Ex-Servicemen.
6. In view of the above and as per the advise of a few retired senior Armed Forces Officers I am enclosing copies of the official communication, I have received from Air Force Record Office, Army authorities and CDA Pension. I am also enclosing a copy of the judgment pronounced by the High Court of Kerala at Erankulam (OP No. 15186 of 1994 – G) in a similar case pertaining to Ex-Capt. C.V.Muralidharan.
7. I shall be grateful to you Sir, if you could kindly take-up my case with appropriate authorities to get my pension sanctioned along with compound interest for the entire arrears and compensation for the mental agony I suffered for well over 10 years due to the callous attitude of Pension sanctioning authorities i.e. CCDA (P) Allahabad.
8. I am sure sir, your trust would certainly educate the concerned authorities, specifically at the principal / chief controller of Defence Accounts (Pensions) in order to get my pension sanctioned at the earliest with compound interest @ 12% per annum.

DENIAL OF RETIRING PENSION AND GRATUITY
ON UNREASONABLE GROUNDS BY PCDA (P) AUTHORITIES
1. It is submitted that, I was enrolled in the Indian Air Force as an Airman on 04th November 1981 with Service No. 673777-F. Subsequently, I was commissioned in the Indian Army (SS-34368-P) on 9th March 1990. On completion of my term of engagement as short service commissioned officer, I was released from the Army w.e.f. 06th April 1995. My total reckonable service for claiming military pension is 13 years 146 days.
2. Immediately, on my release from the Army, I had forwarded my application for sanctioning of Retiring Pension as I have completed the required length of total service. Despite Air Force & Army authorities clarifying every doubt of PCDA (Pension), the pension sanctioning authority is yet to understand my case for granting me the retiring pension even after lapse of well over 13 years ago.
3. Having found problems in corresponding and convincing the office of PCDA (P), I have decided to approach VeKare Ex-Servicemen Trust (VKET) to take up my case with appropriate authorities on my behalf as I have come to know through the National daily ‘THE HINDU’ & from Defence Officer brethrens that, Mr. Subramani, President of VeKare Ex-Servicemen Trust had solved the eleven year old family pension case very recently pertaining to Mrs. MN Nagarathnamma, 87 years old, widow of Late Major NT Koneri Gowda, a Second World War veteran retired during 1951 and expired on 14.09.1997 with the help of Army authorities.
4. In view of the confidence, I have in the efficiency of VeKare Ex-Servicemen Trust (VKET) a Charitable NGO, I hereby authorize Shri M.N. Subramani, M.Com, LLB, President of VeKare Ex-Servicemen Trust (VKET), Mysore functioning from the above said address to originate representations to concerned authorities, clarify the doubts of PCDA (Pension), Allahabad, Air Force authorities, Army authorities and all other authorities concerned with regard to sanctioning of my Retiring Pension.
5. I also authorize Mr. M.N. Subramani, President, VeKare Ex-Servicemen Trust (VKET) to suo-motto raise queries, reply official letters received from Office of PCDA (P), Army & Air Force authorities, claim interest on Arrears of retiring Pension, compensation for causing mental agony due to delay in sanctioning of retiring Pension despite a lapse of well over 13 years for no fault of mine. I shall abide to all the official communication originated by M.N. Subramani, President of the Trust, as if, it has been done by me in my interest.

PENSION DISBURSING AUTHORITY AND PENSION SANCTIONING AUTHORITY BY STOPPING FAMILY PENSION
1. This has reference to State Bank of Mysore, Main Branch letter No. DP/PPOMYS/547-1/01 dated 23rd December 2006 and Office of PCDA (P) letter bearing No. G1/M/SF/Poe-64/NTK dated Nil/09/2007 with regard to payment / cancellation of Defence Family pension subsequent to the demise of my late husband Major N.T. Koneri Gowda who was a Second World War Veteran. While my husband was serving in Mysore State Force, he was sent fight in World War–II. After actively participating in the war and fighting the Japanese in Rangoon (Yangon), Burma (Mayanmar) and after the war he was released from Mysore Infantry Training Centre, Bangalore with retiring pension of Rs. 294.40 paise with effect from 01.01.1952 with PPO No. MYS/547/M dated 28th Feb 1952. Original pension papers are still held with State Bank of Mysore, Main Branch, Mysore as well as in the office of PCDA (P), Allahabad.
2. State Bank of Mysore as the Pension Disbursing authority and Office of Principal Controller of Defence Accounts (Pension), Allahabad has been displaying enough of inefficiency and cruelty by not viewing or reviewing my family pension case for the past 12 years. To my dismay and disbelief the ultimate nail was driven on the coffin by canceling my pension and withheld my huge arrears. Now, State bank of Mysore is playing a blame game and do not wish to own-up its inefficiency, callous attitude and cruelty that has been shown to me i.e. towards a widow of a II world war veteran (I am sure in due course the blame will be put on a lowly placed clerk in the office of PDA i.e. State Bank of Mysore or in the office of PCDA (P), Allahabad).
3. However, the almightily has blessed me with the courage to fight my case as my late husband Major Koneri Gowda has groomed his co-second World War Veteran’s (Late M.A. Nanaiah) son Ex-Sgt M.N. Subramani to take-up hapless widows’ case on humanitarian ground as a matter of principle.
4. In order to educate the PDA and the office of PCDA and to clarifying the doubts and to represent my case with PDA (State Bank of Mysore) & office of PCDA, I am authorizing my late husband’s ‘BOY’ Ex-Sgt M.N. Subramani M.Com. LLB, President, VeKare Ex-Servicemen Trust (VKET) to correspond on my behalf under his signature and represent my case either personally or through representations at Zonal office or Head office of State Bank of Mysore / Bangalore and with PCDA (P), Allahabad. 6. I have also instructed the President of the Charitable Trust-VeKare Ex-Servicemen Trust (VKET) to address a press meet at Mysore & Bangalore, release press notes and give interviews to electronic media exposing the inefficiency and the harassment caused to me by unreasonably canceling my family pension and with holding my dues due to the inefficiency of the concerned authorities i.e. PDA-State Bank of Mysore and officer of PCDA, Allahabad.
7. My late husband fought World War-II and died unsung and unheard. Now I am fighting for my family pension with the help of one insignificant Ex-Sgt M.N. Subramani S/o of another World War-II Veteran 123635 of IEME Late L/NK M.A. Nanayya.
8. I also wish to reiterate that, I am taking up this case as a matter of principle and with utter disgust as younger generation these days working in banks are prone to create problems and harass the senior citizens rather than extending a helping hand.
9. You are also hereby notified that, if you do not take the required measures to get my pension sanctioned / released with in one month, I would be constrained to file a suit in the appropriate Court of Law and would claim not only the cumulative compound interest for the arrears of family pension but also claim substantial damages for the financial loss and mental agony caused to me due to the inefficiency of State Bank of Mysore, Main Branch for the mistake committed by the bank.
10. You are advised to accord top priority on my family pension case as am too old too ill and may not live for long.

1. This has reference to the letter originated by Warrant Officer Talat Shahedi, WO IC P & W Wg (FP) from the office of Air Force Record Office, Subroto Park, New Delhi bearing No. RO/2853/276690/15126HD/P&WW(FP) dated 12 May 08 on the above subject.
2. It is hereby submitted that, my Family Pension was sanctioned subsequent to the demise of my husband 276690 Sgt R. Radhakrishnan MTD after a great difficulty. Besides following the due procedures of filling up the required forms and formats for claiming family pension I was also subjected to police verification at my residence. My pension was disbursed through Canara Bank, Mian Branch, Shivarampet, Mysore till 31st March 2008.
3. As my late husband had lost the Air Force discharge book, Ex-Servicemen Identity Card and other related Ex-Serviceman documents issued by the Air Force and Department of Sainik Welfare and Resettlement in Karnataka prior to his demise, I did approach Department of Sainik welfare & Resettlement, Mysore with a request to obtain the duplicate copy of Air Force Discharge book from AFRO and also to issue me Ex-Servicemen’s Widow’s Identity Card to enable me to avail Canteen facilities and to become ECHS member at Mysore. However, all efforts are in vain till date.
4. To my dismay and disbelief, my family pension was stopped subsequent approaching the Dept. of Sainik Welfare and Resettlement, Mysore for reasons best known to AFRO, New Delhi. A lot of queries were raised by the Air Force Record Office besides a police verification during the past one and a half years. Ultimately, my pension payment was abruptly stopped as a great favour by AFRO and instruct the PDA (Canara Bank) to recover the entire family pension I received with a direction to prefer the family pension claim afresh.
5. I am a hapless widow with no one to support me, either financially or morally. I do not have any resources, either to repay the family pension I have received thus far or the required amount to run around from pillar to post or to engage an advocate. Having tired seeking the assistance of Department of Sainik Welfare and Resettlement for the past one and a half years with no tangible results except for the stoppage of my Family Pension due to red-tapism, I am originating this authorization letter.
6. I have come to know through print media, electronic media and through a lot of Ex-Defence personnel with regard to the good deeds done by VeKare Ex-Servicemen Trust (VKET), Mysore by taking up the causes of Ex-Servicemen and widows of Ex-Servicemen and helping the Ex-Servicemen / widows of Ex-Servicemen in getting their defence pension and other entitlements and benefits in a quickest possible time. Hence, I have requested the President of the Charitable Trust to intervene and help me out with his advise and administrative support to get my pension sanctioned and also help me in getting my CSD facilities and to become ECHS member to which the President of the Charitable Trust VeKare Ex-Servicemen Trust (VKET) acceded on humanitarian ground.

With a view to get my Defence Family Pension and all the other benefits & facilities which goes with it sanctioned at a quickest possible time with greater efficiency and professionalism, I hereby authorize Shri M.N.
